Facebook last week said it would begin testing long anticipated end-to-end encryption capabilities in its Messenger app, enabling users to have secret conversations. The new level of security means that a message will be visible only to the sender and the recipient — Facebook won’t even be able to read it. Users can set a timer to limit the amount of time that a message remains visible during the conversation. Facebook has employed Open Whisper Systems’ Signal Protocol technology to provide the encryption.
In a normal view, it would be indeed great for the users when they want to keep some of their messages in privacy.
In a technical view, it would be so challenging, cost and time consuming.
In an economic view, it possibly would create more jobs as more tasks are required to be done.
In a political view, it would be really controversial in terms of national security, especially in the chaotic situation like this.
No action is a win-win. We need to weigh which one is more important to carry out the action.

But when happens something like in Nice, then I start thinking maybe it is not that bad if it could be prevented by wiretapping.
