ook at the meta tags but text segments in the pages itself

Does anybody know the rules by which the search engines rank web pages? For example, Google doesn't look at the meta tags but text segments in the pages itself. Whilst yahoo and Excite use keyword frequency and link popularity, for example.
Could anybody provide me with any insight into what the top 15 global search engines looks for in a web site to rank or position them?
I want to create rich keyword pages that will look good for the top 15 search engines.
You are a life saver if you can help.
