IP mapping is around 75% accurate, when I built the tool http://www.unlocktheinbox.com/locateip/ using the maxmind database, we noticed this. But 75% is a good majority. With HTML it becomes even more advanced, because it has built in GEOIP Locator, which is much more accurate, because it uses the IP Address lat, long, nearest Cell Tower, GPS to help get a better location of where you are currently browsing from.
