With the rising cost of local production and labor in developed
countries like the United States, many companies, especially in the IT
arena are looking to the developed world for answers -- and finding
them. Countries like India have successfully positioned themselves as
niche providers of outsourced labor in IT and are reaping the benefits.
The opportunity is ripe for other developing countries. The question is:
Can Africa capture a share of the offshore IT market?

Are there other countries in Africa where there are definitive trends towards outsourcing? Specifically, in terms of government partnerships and tertiary level education changes.

I will say of West Africa that there is nothing of such. Most African governments do not understand what they need to do to make IT of benefit to their citizens. That also goes for outsourcing. With several millions of university graduates roaming the streets jobless and millions of others underemployed it is clear that these governments do not know what benefits outsourcing brings.
I am a Nigerian and I am based in Nigeria, this article is right in several ways.

Priest - You are so very right!!! The energy, enthusiasm and the knowledge of these graduates can be effectively channelled to leverage the human capital strength offered by Africa, and emerge as winners in this global marketplace. It is about time for the politicians and the bureaucrats to listen to global experts like Vakil, and deploy strategies to stimulate the economy of our region.
