The blame for Enron rests on the system that enabled it to send profits to off-shore partnerships. To prevent this greed that buys access to the Congress to receive special legislation, much of which is tied to the Tax Code, is to scrap the system that entices all those who pay taxes to cheat. It should be obvious that the need is for abolishment of the IRS Tax Code (26 USC) and replace it with a system that would be impossible to evade or abuse. A system using the principle of the Tobin Tax Concept and expanding it to include all transactions that have a monetary value.
