Seeking to entice more software developers to work with its platform and to keep pace with Amazon and gird for a potential war with Google, eBay said it will end its practice of charging fees for those who join its developer network. The change offers free access to eBay's application programming interface (API), the set of protocols and tools with which users can create applications that work with the eBay platform. EBay said it was waiving the membership fees that it charged as well as fees to have applications certified as compatible with eBay.

Seems to be a bit of too little too late.
Ebay is running scared of what Google Base might to their customer base (sic).
Of course for smaller auction site operators such my Bidera Auctions ( http://www.bidera.com ), Google Base might prove both a blessing and a curse.
Blessing since it appears Google Base will allow classified listings to be entered in bulk. So this will mean more visibility to sellers on our site.
Curse, because who will ever want to pay Final Value Fees?.
Live, learn and adapt is what we smaller guys have to do.
