In fact, postwar Iraq could present a $3.5 billion to $5 billion market for phones, PCs and software. The cost of modernizing Iraq's data and voice systems alone would be $1.2 billion to $1.5 billion, says Rubar Sandi, an investment banker in Washington, D.C., who is a member of the State Department-backed Future of Iraq Project.
